Actually Motorola does make specific radios that can be submerged in water with no problem.

However the radio user need to accept some responsibility. It doesn't matter how tough these radios are, they will not survive a meteor hit, getting thrown in an active volcano, getting run over by a train or dropping the radio from the Eiffel Tower.

Although I have to admit, I have seen a Motorola 2-Way Radio survive a 27 floor drop. It was not to pretty to look at, but it did work. Can not give you an average on how many will survived, but this one did , but I do not recommend it.

Thanks
